The supreme soul is in the state of form/formlessness depending on the chetana.This chetana/driving force leads to the state of action .Action is due to destiny to act which again is by virtue of fruits of earlier action. Depending on this the universe gets into activation /lies in the dark also called pralaya.The action /destiny is a vicious cycle the one guides the other. Without action destiny do not help/without destiny do not fructify.

Lord Krishna says let not the fruit of action be thy desire your duty is to act , on circumstances,with good intent . Now what is good intent.,that which the circumstances reveal as to benefit society.,to the community.,to the family.,to the individual.
